to de/activate EAX you have to possibilities:

• in game menu go to hardware settings, then to sound settings under audio there is a switch to enable/disable hardware extensions (switch it to off)
  
• in conf.ini:
  open conf.ini with ,for example, notepad
  search in section [sound] for
  SoundFlags.hardware=1
