Well, I upgraded from XP 32 bit to Win7 64bit and IL2 works fine - you can carry on using your old install unchanged, or install it all again.
You can copy your old install directory from Windows.old (if you upgraded to IL-2) to Program Files (x86), or you can simply run it from that directory - you'll need to find the il2fb executable, select properties, choose the Compatability tab, and select "Use XP Service Pack 3 Mode" and "Run as Administrator". That worked for me.
If you want to run a clean unmodded version of IL2:1946, i.e it still wants the DVD, then you need to get the SecuROM diagnostic tool and run the upgrade to patch the security software - this is also what you'll need to do if you need a clean install of 1946.
I wanted a clean install to upgrade to HSFX, and all of this worked fine - provided you make sure you run everything as "administrator", even if you're logged in as an Adminstrator.
