I've done it, and it can be done at 60mph maybe a little more but as you near 100mph its too fast.
Its easy to do in the direction the torque takes the plane. If you attempt to ground loop you should also cut the engine and apply break and the tail will swing around.
In RL, as well as in game, the actual technique involves S turning a few times to bleed down speed and then at the end of the runway let it swing around with the breaks pressed.
