Generally speaking I'd expect a modder to provide some basic skills in order to be enlightened of the remaining skills missing.
Then, when the modder became introduced in the more sophisticated stuff, he/she should be able to prove reasonable progress in learning the do's and dont's. Anything else is just a matter of time then.
It's pretty much like applying for a job.
Leaving a few exemptions, you're usually not expected to be the super-duper-ultra-senior-professional in exactly that single position you're applying for.
What you're expected to is to provide the required skills to take up the employment and assimilate the input from the pro's teaching you the rest.
