That was supposed to be some kind of hovercraft-like thing using ground effect:

Yes it glides over the water at very high speeds, while it was being built an american recon photo was taken and they couldn't figure out what it was being so big and having small wings.

There are also civilian aircraft(Single/Two seater, small, as big as an average car) using the same principle that also operate in Russia I believe, but these ones glide over the smooth snow and have Prop engines.
