What your trying to do is rather easy, you must select your aircraft, and click waypoint, and click on the drop down list and select - Take-off. then click on target and then click on Graf-Zep like so (See Picture) I have tested taking off for the Graf-Zep with Naval planes and Land based both have worked fine. So no I don't think you are doing somthing wrong, you were just missing something out.
