what should I enable from nVidia control panel? Is there something wrong in my conf.ini;

I'm using a 9800 GT w 512MB
Graphic settings all maxed in with AA/AF/etc....

Your settings are fine. If by 3d water you mean the wave tops (caps) then you need to change the weather in the game to something a little bit more severe. Your water looks great from what I can see.
Remember, this game is almost 15yrs old! They were just getting into the reflections on the water back then.
With your current settings, you should see reflections in the water, sun glare on the water, wave caps during weather conditions other than clear/sunny, and should see the waves lapping up on the beach.
Make sure you're using the new DLL's for Landgeom=3 as well.

maybe you accidentily activated DirectX instead of OpenGL in Game settings, as I know, 3d Water works only with OpenGL.

did you tried my tip?
make sure you are running OpenGL mode!
ForceShaders1x=1
this should be '0' and that will fix you problem
instead effects=2 use 1 because of its high fps impact
landgeom and forrest=3 are most recommended, dont change those if you got a fast pc
water=4 is slow too, 2 and 3 look nice too
be sure that you are running in 32 bits color, in your screen looks like it's in 16bits.

I think that it doesnt work with ATI cards... water=2 is maximum in them
